Directx10 problem " une archive CAB...

Hi, I was running games normally in Windows XP SP2 but alot of games don't work on windows xp especially at SP2 so I Change It to Windows 7 pro SP1 x64 witch includes dirctx 11 but my card does not support directx 11
so i can't run only directx 9 games
GTA IV ...ect..
and i can't install Directx10 it says "une archive CAB ...."
Here are my system requirements :
Intel Core 2 Quad 9300@2,5 Ghz
Nvidia Geforce 8400gs 512 Vram
240 GB Free space

I use WinRar. In Options > Settings > Integration > User defined archive extensions, I've associated XPI and JA files with the program. I would like to add the following entries to Windows Explorer's context menu: 1) Add to archive "FileName.xpi" 2) Add to archive "FileName.ja"
DirectX10 games 60 hz refresh
Even though my monitor is capable of faster refresh rates, in many (all?) DX10 games they default to a 60 hz refresh and there seems to be no way to change it. How can we get Microsoft to give us manual refresh rate control in DX10? I can't stand it when a company keeps a viable, supported option...
