This $299 story looks like a virus. I suggest you scan the system - e.g. with Malwarebytes - the free version.

The OP's story sounds very much like one of those complete scam phone calls that say they are from "Windows" & we have seen that you have a lot of problems with your computer. Thank goodness he did not go ahead with it.
If anyone phones up giving the impression they are from Microsoft or Windows or something similar for heavens sake hangup immediately, they are a scam. Do not under any circumstances allow them to gain any access to your computer.
Microsoft never phone you unless you arranged with them to do so.

Yeah, sounds like a scam or Virus to me too. DON"T give any money and post a more detailed explanation of your problems. I'm sure we can help with them, have some very talented people here. Before you do ANYTHING else, do as whs said and scan with Malwarebytes/SuperAntispyware or the malware program of your choice. Run your Anti-Virus also, in safe mode if possible.

Work through these Troubleshooting Steps for Windows 7 to go over your install thoroughly. Start with the Malwarebytes full scan as already suggested.

If Windows Installer files are opening in Notepad, you may have lost the Default File assocation for Installer, which can be restored by running the .msi registry fix in Default File Type Associations - Restore - Windows 7 Forums.

If that doesn't suffice, tell us exactly what files you are trying to run that are opening incorrectly in Notepad, and also about any other files you have opening incorrectly.

First off yes, there are MANY people on this site who can and will help you... but ONLY if you follow instructions exactly as they are given. So far everything that has been previously posted is spot-on correct, personally I would follow the instructions provided by gregrocker who is one of the most knowledgeable persons not only on this site but on the net (IMHO).

Please clarify the above italicized quotes from your OP... what does "lost jump in startup" mean?
WHO told you to download the garbage software driver manager and more importantly WHY did "they" tell you to do so? Did you pay anything to install/run this DREK? Is >>>this<<< what you downloaded?

EDIT TO ADD: Ripoff Report for "Driver Manager"
