Can't Delete File (Windows Explorer Problem)

    Good Day!

I downloaded a video file from Youtube using IDM. It was downloqded successfully and then I moved the file to a different file location. After that, I opened the file and then my laptop lagged. Then I decided to delete the file. Unfortunately, I can't delete it. And then, Windows Explorer gives me a hard time after I moved that file. Every start up, it will just respond once and when I tried to click something (ex. My Document) It will just load and then not respond. If I close then reopen, I just a Window without anything in it. So I can't open a file anymore. Then, the Perormance Monitor shows 100% CPU usage everytime I open Windows Explorer.
Other installed application like Nero are still usable so I can open a file there. I tried to delete files and then it worked but that video file I downloaded, I still can't delete. It will just show "Recycling (2.3MB) 0 bytes/sec" (something like that) then will not respond.
I assumed that if I was able to delete that file, maybe everything will be Ok again.
    So, please help me.
I'm not good in explaining so I hope you get my problem and help me solve it.

    Thank you very much! :)

That smells like a virus. Scan your system with all the scanners you can put your hand on - especially Malwarebytes - the free version. If you cannot download it normally, try safe mode or download it on another system and put it on a stick. Then run it from the stick - best in safe mode.

There's no virus detected. Even in safe mode. I used ESET and Advance System Care. I'll try the one you suggest. Thanks!

Make sure you get all the Malwarebytes updates before you scan.
