By default, ccleaner is fine. Ya, if you start going through the regitry and deleting everything you see and don't know what your doing then no.

A blue screen is most likely caused by a driver or hardware issue, not CCleaner. He also stated this happened a lot before.

Do you use registry boosters or any other performance improving programs?
Hopefully not. The only recommend one is ccleaner and even then we careful what your check marking to clean. The defaults are more then fine.
You also stated you have these errors a lot before.
1.) Was it after a program install?
2.) Update any drivers or install new hardware recently?
3.) When did the problems start happening?
Give us more information. As much as possible.
