    Hey this might not do anything but try one of these I would begin with the Kaspersky one

    5 Bootable AntiVirus Rescue CD for Windows: Free Download if there is anything lurking at boot then maybe it will can the thing.

    Reboot and tap the F12 key, boot into Dell Diagnostics or Utility Partition to run Dell Hardware Diagnostics from F12 Menu. Make sure you choose the one which has all hardware tests offered since some will have a short test choice. Report back findings.

    If hardware checks out then work through these steps which try everything for Troubleshooting Windows 7 Failure to Start - leading up to if necessary rescuing your files to run Dell Windows 7 PC Restore or use the disk provided to get the vastly superior Clean Reinstall - Factory OEM Windows 7
