Can't contact browser after boot up

I am a newbee. This is my first post. I have a Dell OptiPlex GX-280 with a 3.4 Intel processor using a W7 OS. After my computer boots up initially and I have my desktop ICONS, I can access my browser (IE11). However, if I close out the browser and try to access it again, the cursor shows that it's trying, but nothing happens. It idles until I reboot the system and repeat the cycle. I can gain access to the start menu but cannot access anything from the start menu. Any thoughts?
