No, it is not a bug. It is called keyboard focus for those who use the keyboard to navigate. Shockingly not everyone can use a mouse.

I keep getting the same thing from time to time...its annoying! I am not sure when it happened or how, but I keep getting dotted outlines of the Desktop Icons. If I Refresh the Desktop, it goes away, until I select/use a new icon.

attached is crop of my desktop.
have you install deskscape or use dreamscene.dll ? or find a solution? i m waiting for your reply, two brain are more productive than one...

    Définition of keyboard focus:
Any particular key event is sent only to one window group. This is the group that has current keyboard focus.

The Desktop does not qualify is what you are saying?
So using arrow keys when the desktop is selected is not keyboard focus?

Here are some dotted lines that I can see. I just want them to disappear, permanently. press tab simply move them until the next click.

    for firefox:
go in about: config (typing in the address bar), right click and create the key value digital browser.display.focus_ring_width 0. and restart Firefox.
