I have a Windows 7 home premium system and tried to access the gpedit.msc and guess they didnt put it on this system, is there another way to access the group policys , I trying to create a policy to stop a standard user from installing software on the system from downloading or with the drives and usb..

Sorry, that's all I had. Maybe someone else can come along and help you figure it out.
It might help to post your .bat file as well to see if someone can see an anomaly.
Have a look at Group Policy Search. The site maintains a mapping of policies to their registry settings. (Note the menu along the top of the site allows for different views and filters to help search for policies)
Certainly not as easy as a nice gpedit User Interface... but can still be helpful. If you use it, suggest you implement policy via a very well commented .reg file.
And, of course, all the usual warnings about proceeding carefully and at your own risk... yada yada yada

I have gpedit.msc on Windows 7 HP and some but not all features are available. If you try to use it to enforce SRP's you could end up with a machine that won't boot into windows. That's what happened on my machine when I tried. I've always got backups so no big deal!
I can view, create and edit SRP's including blocking software from running by file name, path, hash, certificate etc. The problem is that none of this is enforced by windows.
That fix to add Group Policy Editor works but it won't install secpol.msc which I believe is needed to enforce SRP's.

Depending on what you want to achieve Microsoft has provided tools for some alterations to be made that can only normally be accessed via gpedit try searching here, I'm aware its not the question you are asking but it may help.
