Now there is something new....the first announcement is this file cannot be downloaded. And when I hit re-try, it downloads.

Any file that can be downloaded can be saved to a folder or desktop. But because the only options are OPEN and Save or Save as, (RUN and Run as admn on right click are missing) any saved file is not installable.

Everything suggested in this thread has been done except any step of clean startup process (post # 9) which I had done a few times in the past.
In your other thread about this I suggested a "Clean Startup" and you replied with
I really pray(to Pope Francis)that I need not have to go through that tedious process of clean startup. I'd really rather just buy a new notebook.

Have you tried a clean startup?

Not yet. I have to prepare myself emotionally...like I routinely do before going to dentist.

Just to throw in my two penniesworth. I think this is an Internet Explorer problem. Try using Firefox instead

This is a viable temporary solution.

I was also getting that same problem with file names being changed when downloaded in IE11,

    filename.exe being changed to filename_exe

I just went to the file and left clicked, selected rename, and replaced the underscore (_) with a period (.)

I'm not sure what caused it or what made it stop because it isn't doing it anymore.

Mitchell two-pennies worth is right on the dot: I installed FF and I was able to download/install adwcleaner without going to safe mode. So indeed, the whole mess was all IE's.

So...now I have two browsers whose icons are pinned to taskbar next to each other. I surf routinely with IE and download with FF. Right now I am downloading Microsoft Windows Removal Tool with FF...oops, it's finished installing, already. So... while I am typing this post with IE, the newly installed security tool is already scanning on FF. I have two browsers running at the same time. Wow!

    Temp files delete,
Run this as administrator and Start the scanner,
Shut your machine down after it's finished,

    For the record,
    Your incorrect,
It's a third party corrupting ie,
    The only question is what,
You'll need to post screen shots of your Uninstall a program list to pinpoint what is hampering with ie's ability to download,
    Cheers.

I had not installed or uninstalled any program when the downloading problem occurred. It's the same list of programs and features before and after the problem.

And being a clean freak, I routinely clean with ccleaner. I average 200mg of cleanable stuffs, mostly temp files at the end of the day.

So now I surf with my favorite browser(IE 11) and download with FF.(it's actually great)

Right now I am itching to uninstall and then re-install IE 11 but I am concerned that I may have to customize newly re-installed IE all over again(Favorites and bookmarked stuffs, fonts, etc.)_

A normal program might seem just that to you "Normal"
To us a list may shed some light to your issue,
Please be a willing participant you did come here for help
You have found a "Work around" not a solution to the original issue with downloading in Internet explorer = there is a difference
Post the Uninstall a program list for more trouble shooting advice,
    Cheers.
