Hi thanks for the screen shot
I'm not sure why your missing at least the 32 bit or x86 listings for Microsoft visual c++ 2008 and 2010 ?

Have you hidden any Windows updates ?
    https://www.sevenforums.com/tutorials/24376-windows-update-hide-restore-hidden-updates.html

    I would run sfc/scannow,

Try not to use your machine while sfc is running,
    Cheers.

It might be worth trying IE with no add-ons.
In the Start Menu / Run type iexplore -extoff and press the Enter key

Also a screen print of the msconfig startup tab might help.

If these have been suggested and tried, I missed that ...

In two days since I started having problem downloading, I have run sfc /scannow eight times (the first three in a row...one after another), and chkdsk, four times. The only updates I did not install are two optional: Bing Bar and Bing desktop (but they have been hidden/uninstalled months before the downloading prob started). I have run IE without add-ons and result is the same.

There are only four start-up programs...and they have been the same programs for months before the problem started.

In other words, this prob with downloading just cropped up when I have not installed or uninstalled programs/software for weeks and running smoothly. The msconfig services have been always set on default. I do not want to fool around with default setting that kept me running smoothly.

I even upgraded IE 11 to latest version(enhanced to Bing and MSN)...to no avail. I think IE 11 has bugs...beyond my control. Or yours.

But since my only prob with IE 11 is downloading in normal boot, I will not pursue this issue any further( since FF downloads and installs in a jiffy). I am concerned that any tweaking to try solve this prob might compromise my otherwise smoothly running IE 11.

    Hi pappi,

As I mentioned earlier, I had the same problem with the downloads in IE11, I have no idea what caused it or what fixed it.

    I did run these,

TFC - Temp File Cleaner by OldTimer - Geeks to Go Forum

    AdwCleaner Download

I can understand not wanting to mess around, they were just trying to get you to post a screenshot of those two tabs in msconfig to see if anything looked out of the ordinary.

If you're fine just leaving it like it is for now that is fine too.

I've run adwcleaner 6 times in two days. The first scan picked up several PUP programs(which were all quarantined and later removed). The subsequent scans were dry. No pick up. And as I mentioned many times, I am a clean freak. I remove temp files daily thru CCleaner.

Just now, I installed Visual C++ 2010. I also ran a tool kit that found two issues with Net framework 4.5.1, which were repaired.

The only thing I have not done is clean start up. I had done this tedious process a few times in the past....and it never helped.

For now, I will put it to rest. Thanks to beautiful FF.

After having used FF a few times, I realized there are features other than failure to download/install that IE fails to do while FF does(foremost of which is adult sites video streaming).

I still do not know how it came about. I was suspecting spywares but several anti-viral programs scans including several scans by adwcleaner failed to pick up any malware.

    So...I decided to uninstall IE11.

After uninstallation, I was surprised that I was reverted to IE8(I was expecting IE9 or 10). With IE8, update check showed recommended cumulative updates for IE8 and several optional updates: including IE9, IE10 and IE11. I selectively OK'd IE11 and ignored the others.

With IE11 reinstalled, several updates for IE11 were recommended, which I installed.

And now, I am back to normal. Everything FF does, IE11 also does...including installing downloaded programs/software.
