csc.exe *32 causing massive processor usage

Using Windows 7 Home Premium 64 bit. csc.exe is causing %100 usage of my processor, but only if I'm NOT running Task Manager. Within seconds of turning Task Manager on, csc.exe *32 shuts off. Task Manager off/ csc.exe *32 on. Ideas?

If you can; look at what the csc.exe points to and post it here because its hard to tell what it points to without it. Also, click start, and type csc.exe in the search box at the bottom and see what folder it resides in and post it here. That way hopefully we can figure out what the cause of it is.

General search provides no items matching search and I can only find it if I catch it in the Task Manager before it shuts down after I turn on the Task Manager. If I catch it, it says csc.exe *32 and under the description header it says Visual C # Command Line Compiler. Found it under Computer/HP (C:)/Windows/Microsoft.NET/Framework/v2.0.50727/csc. csc listed as an application.
