It worked as I described that once, then I also used control panel to confirm the change to opening url files with Chrome. I had to browse to find Chrome in my program files, and made the change.

Tested a new shortcut, and the original problem was back. (Window with text opened). So should I not have changed it in control panel after changing it in the shortcut properties & the link from Jacee? What do you think I should do now?

You can always look through all pages/posts in a SF thread, not just the "latest page".

Now, it still sounds like you are having System Issues ...
Run a System File Check and see if issues are found:

The process just no longer works properly. Chrome can't help. Windows won't respond.

Does that clarify? Can you help?
It might be that the Chrome version you're using, no longer likes that way of doing links to the desktop.

This one shows how by using the Page Menu, with either one you need to "create an application shortcut". How To Create Desktop Application Shortcuts In Chrome

What version of Chrome are you using? The newest v34... is giving kiosk users headaches, see replies.

Have you tried to create shortcuts from a different browser not Chromium based like FF or IE
