usb power on after shut down

im trying to figure out how to keep my usb ports on so I can charge my mp3 player and phone overnight without turning on the computer. my last mobo (M5A97 LE R2.0 AM3+ 970 ATX AMD Motherboard) did it without changing any settings. I am now using a asrock 990fx extreme9 and would like to be able to do this.

    thank you for the help.

p.s. I have already unchecked the boxes for my usb root hub to not let the motherboard turn them off in device manager.

It would be an option in the BIOS, if the motherboard has it. I have a gigabyte motherboard with that capability and its enabled/disabled in the BIOS.

I went through the Specs for this motherboard on the ASRock site and USB port power is not listed anywhere.

Then unfortunately it might not support that feature.

Apparently, you didn't read far enough into your User Manual. This was at the top of page 11.

I did see that, I installed and still no go. but that is a good one. I thought that it would be the ticket, but wasn't. I haven't tried my ipod yet to see if that will charge when off yet. when I do I will post.
