Ctrl-Shift-Click does NOT Run As Administrator for me

I have a Lenovo Thinkpad W530. Got it about three months ago, with Windows 7 Pro-64 installed. My issue is that the keyboard shortcut to Run As Administrator doesn't work, whether I use Ctrl-Shift-Click or Ctrl-Shift-Enter (where appropriate). Instead, the program just opens normally, with no UAC prompt. The only way I can find to Run As Administrator (without changing the program or shortcut properties) is through the context menu.

Any thoughts or suggestions on why the shortcut might not be working and how I can remedy it?

Thanks for the suggestion, but System File Checker didn't turn up any problems. BTW, I don't know if that shortcut is supposed to work in Safe Mode, but I tried and it's not working for me there either. Any other ideas?

Doesn't work for me either on certain programs, but others it does. Strange. Just tried it.

You could do the other multiple ways of doing it:

    Run as Administrator

I already knew about (and am using) some of the approaches on that excellent summary for things I *frequently* need to Run as Admin (e.g., Command Prompt).

Nonetheless my desire to use Ctrl-Shft is to have a minimal-keystroke/mouse approach to use on an *ad hoc* basis, and for ad-hoc none of those hints provide any improvement over context-menu "Run as Admin."

Anyone else have/had the same issue?

ETA: Meant to mention that for me it doesn't seem to be a "works on some programs but not others" issue. I've tried the keyboard shortcut on at least a dozen programs with no success.
