What browser are you using for this download?

If Internet Explorer, what version are you using?
How to find out which version of IE8,9,10 i got in my Windows 7 PC

Is there a reason why you want to keep using IE8?

edit: IE remembers/stores the last directory that was selected for a download.
open a Command Prompt window and copy/paste this...
REG QUERY "HKCU\Software\Microsoft\Internet Explorer" /v "Download Directory"
    ...and then press enter.

When i try to download something the download window pop up minimize a-ie-download-dir.png

Your folder/directory will be different since you mentioned that the download folder is empty... unless you have something removing each downloaded file.

    Excellent point by Sir UNI!

    You should go for IE11.

As Nuttawet is using IE8 in Win 7, something seems "wrong with Windows Updates" imho.

Nuttawet, can you post screen prints of your Windows Update windows for:
1 - Windows Update (updates available)
    2 - Windows Update > Change settings
3 - Windows Update > View update history

Here is how to post screen prints in Seven Forums:
Screenshots and Files - Upload and Post in Seven Forums

Here is one way to get to Windows Update:
    Open Control Panel
    Click Windows Update

Here are examples of the screen prints I'm asking for:

When i try to download something the download window pop up minimize a-wussp01.png

When i try to download something the download window pop up minimize a-wussp02.png

When i try to download something the download window pop up minimize a-wussp03.png
