    Stuck on startup repair loop

I'm on Windows 7 x64. As far as I can tell, according to startup repair, the error seems to be a missing os loader. I cannot seem to boot into safe mode/last known good config (pressing F8)

    I've tried using the installation disk to do a chkdsk /f and a bootrec /fixmbr /fixboot /repairbcd
I've also tried Startup Repair Infinite Loop Recovery
    Also tried DISM /image:C:\ /cleanup-image /revertpendingactions

Really want to avoid reformatting my drive if possible. Please help.

Work through the Steps for Troubleshooting Windows 7 Failure to Start.

Key is confirming the Partition Marked Active then running Startup Repair - Run 3 Separate Times.

If it fails then everything else that can be done is in the tutorial, leading up to if necessary rescuiing your files to do a perfect Clean Reinstall - Factory OEM Windows 7 which are the same steps for retail.
