This computer is a mess. What I would like to do is run SFC and see if I can restore some of the .sys files. Since it will not boot, the only way I know to get to a DOS prompt is through the install disk/command prompt. But it appears to me that it is not giving me sufficient privileges to run SFC /scannow .
Any way to elevate privileges using the install disk?

Troubleshooting Windows 7 Failure to Boot
Went through Startup repair about 200x times today. Will not boot even in safe mode. Problems with TCPIP.sys, Fwpkclnt.sys and now BSOD with some unknown file. Chkdsk /R has been run twice. Also ran a bootable virus scanner, viruses were found.

Ok, I put up the post I had before. I took it down because I thought it was a bit premature. But after reading your update, it might be appropriate.
BSOD, Malware, missing system files, can't boot - this is the easiest thing I can think of that stands a chance in helping.
It's your choice of course, you can wait for suggestions from other members.
Repair Install
This will write over the Windows install, basically it's an install in place or an upgrade install using the same version.
It won't bother your user data - but read the ifno, tip, warning, and other boxes - they're there to help you.
Confirm the infection is cleaned up with one or more other bootable AV's from Troubleshooting Windows 7 Failure to Start until you can get into Safe Mode with Networking to update and run a full scan with Malwarebytes.
Once cleaned up try repairing the system files which may not repair until infection is gone: SFC /SCANNOW Run in Command Prompt at Boot from Win7 disk Command Line.
Then continue with the other steps in Troubleshooting Windows 7 Failure to Start leading up to if necessary rescuiing your files to do a perfect Clean Reinstall - Factory OEM Windows 7 which steps are the same for retail compiling everything that works best in tens of thousands of Win7 installs we've helped with here.
It's a catch 22. I can't run SFC from the Recovery Command Prompt. Getting "Windows Resource Protection could not perform the requested operation". I can't even boot to Safe Mode with command prompt. XP seemed to have much better (and less "automated") recovery tools.
Startup Repair may automate SFC. Try several of those. Is the OS discovered for repair. If not try the bootrec steps. These may also work on their own and there are plenty of others to try in tutorial.
Permissions are not required using the Installation DVD for repairs.

To use several bootable scans and ask in our Security section for specialized help on the specific infection found.
The steps lead up to rescuing files to quarantine and how to do a perfect reinstall which you can skip to at any point since the payoff is a better install than everyone else has.

I'm having a problem running SFC /scannow /offbootdir=c:\ /offwindir=c:\windows
off of the install disk. C: is where the files are located. I have listed the error. If you have a suggestion TO SOLVE THAT PROBLEM please post it.

Are youi running SFC from the Win7 installation media Command Line which requires no permissions or Log In?
