Windows 7 system restore not workig

So, since yesterday night I'm having this problem. Due to electricity failure my pc switched off directly. And when I started it again windows weren't loading as they always do. An automatic system restore ran and it fixed a problem but then it restarted again and started searching for another problem but it didnt fixed it thia time. It gave systeam erroe that it cannot fix it. I already tried various ways to fix this but I cannot.
Tried using my windows 7 professional cd and repair it didnt worked.
Tried restoring system it again gave an error.
I even tried a fix given here on sevenforums using cmd. It's still not working.
Ran a memory diagnostic, still no help.
And when I try booting through safe mode it don't work, pressing f8 to advanced menu leads to automatic system repair.

When I tried system repair it said 'Root cause found: Boot manager failed to find OS loader'

Fortunatly I have Dual boot ubuntu so I can use my pc.
Is there any way I can fix this? Or by using ubuntu and fixing damaged files in windows?

Yeah. I did that. All 3 entries were shown successful. After that I closed my cmd and restarted the pc.

I can open my ubuntu. There is no problem with that. I need to open win7. By changing the boot order will that work? Plus that post, we can only perform it when we can open windows, at this moment I cannot even open my win7 due to continous system recovery loop
