Possible to set same rule to Recycle Bin on all drives?

The most annoying 'feature' of 7 compared to XP. On XP I could set the same Recycle Bin rules to all drives with a single click. On 7, I could not figure out how to do it. Is there a way?

It's especially annoying if I want to add additional, guest drives later and don't want Recycle Bins on them.

Prevent any computer to write Recycle Bin on my guest USB flash drive?

A part question could be how to set my own computer not to write the Recycle Bin, as it does not write on my Kindle, smartphone and MP3 player, but the main question is how can I set the USB flash drive itself if I stick it in any computer which I do not control, no Recycle Bin should be written on it. Possible?

Just right click on the recycle bin, choose properties, and you can do whatever you want to it.

Recycle Bin - Permanently Delete Items Automatically

Then right click on the desktop, click Personalize, then Change desktop icons, to get rid of it all together

Desktop Icons - Add or Remove

In addition, removable drives like a USB flash drive do not use the Recycle Bin. Files deleted from them are permanently deleted.
