Most likely the application is the one at fault that is causing that to happen.

    Hmmm. Try this:

Please Run sfc /scan now using option 2 in this tutorial: SFC /SCANNOW Command - System File Checker

    Please post back the results.
Please indicate what message was displayed at the end:

    Windows found no integrity violations

    OR

Corrupt files were found, and windows was unable to fix them.

    OR

Corrupt files were found, and windows successfully repaired them

It also could be a program at boot causing it. Try manually disabling them at startup one by one and see if things improve. Either way that is not a normal experience so it is defiantly something up with your install.

Is this what you mean ?

    Code:
    Microsoft Windows [Version 6.1.7601]
Copyright (c) 2009 Microsoft Corporation. All rights reserved.

    C:\Windows\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
    example C:\Windows\Logs\CBS\CBS.log

The system file repair changes will take effect after the next reboot.

Yes, Like it states restart your system to allow the repair to take place. Then run it again and see what the results are.
