It's surely an error with my laptop, but I checked the USB ports, all are enabled. I think all I should have to do is take ownership of the drive ,but I cannot figure out a way to get the security tab to show up.

It is a FAT32 volume correct? folder and files on a FAT32 folder DON'T HAVE AN OWNER so take ownership is irrelevant.

I have two shortcuts on my desktop
Shutdown shortcut C:\Windows\System32\shutdown.exe /f /s /t 0
And Restart Shortcut C:\Windows\System32\shutdown.exe /r /f /t 0
I noticed today that when I try to run either one, I get this message:
