Are you running is Safe Mode?

Here is a excellent tutorial by Brink that can guide you.

Read it completely before doing the Restore Point.

    Is this correct.

You can't start your computer in Normal Mode or Safe Mode.

Did you have restore turned off? (System Protection)

Your picture in post # 1 looks like Safe Mode.

Just what did you remove and how?

it is in safe mode, the pic I put up. I was fiddling around with files in C becaus it had duplicates files for some reason and i deleted them using the software duplicatecleaner. Stupid that I didn't have note of the deleted files. How do I check if I have restore turn off?

Yes I can't start my compute in normal or safe (I press f8) without it going back to system restore (that fails to fix the problem)

Yes I can't start my compute in normal or safe
This above does not tell me any thing.

    1. Can you start your computer in Normal Mode?

    2. Can you start your computer in Safe Mode?

    The answers should be.
Yes I can or No I can not.

This should help with your restore question.

I can't start my computer in either mode. It goes back to the loading menu and asks me launch system repairwhen I have it at safe mode. it is the same with normal. so no, I cannot with both modes

I can't exactly turn restore on and off if I cannot access the computer in normal mode.

This is a tutorial by Gregrocker that has lot of information and methods for computers that won't boot.
It's a long read but worth the time.
