Go back into ms-config and select the services tab. Make sure that the 'hide all Microsoft services' box is unchecked.
then click on enable all and apply/ok
    then reboot and report back

Boot into System Recovery Options to run System Restore to a date well before this.

If this fails something is more serious than disabling Services which if you exclude the MS services only turn off unneeded bloatware and possibly an unneeded wireless manager which can be uninstalled quickly to default to the OS's better one.

I'd check for infection and then proceed with the other steps in Troubleshooting Windows 7 Failure to Boot reporting back as you go. We need to know what infection is found, results of SFC, what Startup Repair finds.

Why would you turn off System Restore? If anything you should apportion more space for it. System Protection - Change Disk Space Usage

You can continue with Troubleshooting Steps for Windows 7 but it makes it more likely you may need to run Factory Recovery or do the Clean Reinstall - Factory OEM Windows 7

If this is the HP Factory Preinstall then that is the worst install of WIn7 one can have anyway. So I'd strongly consider doing the HP Minimal Recovery which is nearly as good as the Clean Reinstall. You only need to uninstall the HP Wireless manager afterwards to connect using WIn7's superior connection manager.
