Vertically stretched area at top of programs on monitor

The minimise/maximise buttons are vertically stretched (like dining tables) instead of being square box-shaped on my monitor.

The settings are as recommended on the Samsung monitor and no amount of experimentation has improved things. One result is that I am unable to access buttons at the bottom of the screen because they have been forced downwards by the wretched vertical-stretching in the top portion of the screen.

I cannot imagine how the problem suddenly arose but it's causing me to worry!
