cannot use file explorer until I remove the use as administrator

It says I cannot use the file explorer until I remove the use as administrator. So please who knows?

Windows 7 Ultimate 64-bit, Windows 8.1 64-bit, Mac OS X 10.10, Linux Mint 17, Windows 10 Pro TP

File Explorer is part of Windows 8, renamed from Windows Explorer in Win7 and earlier versions.

Are you opening from the Windows Explorer icon on the Taskbar [copies there during installation by default]? Have you tried opening Windows Explorer from the icon in Start, All Programs, Accessories? Have you tried pressing the Windows key + the E key?
