Black screen with cursor at startup and before "Welcome" screen

I've been getting these black screens at startups and the only thing I can do is move my cursor. It lasts for about 30 seconds then it loads normally. I've tried doing a system restore but it's still there and even reinstalling my drivers. I did a full Malwarebyte and Anti-virus scan and detected nothing. Please help. I'm thinking about reinstalling windows but that would have to be my last option.

Are you getting any BSOD's ?

Did you change anything to your system before this started to happen?

    Drivers, Hardware, software?

No I didn't get a BSOD. I haven't changed any of those either.

    Okay.

Boot into Safe Mode (F8) and see if the problem is still there.

No, the black screen doesn't show up in Safe Mode.

Okay so its possible this is driver related, please run Driver Verifier.

Driver Verifier - Enable and Disable

       Information
Driver Verifier runs in the background, "testing" drivers for bugs. If it finds one, a Blue Screen of Death (BSOD) will result; the corresponding dump file will hopefully show the faulty driver.

I've enabled Driver Verifier, it's been 24 hours and I haven't encountered any BSOD yet
