Time on Windows is always wrong after using a different Os.

Hi, first of all check the TIME ZONE is correct in both Windows and Linux. Also check the Day Light Savings is set correctly. I suspect you have different time zones in Windows and Linux. Here in Indiana till a few years ago when we started daylight Savings on Eastern Time this was a common issue as some PC's were set to Central and some to Eastern so they were wrong half the time. :)
Likely the problem is that Linux interprets the BIOS time as GMT while Windows interprets it as local time. This article explains the situation and the solution:

You will need to set the time in the BIOS to GMT.
