Please help troubleshoot random "Not Responding" errors and freezes

I have not been able to track down the cause of this maddening problem. I do NOT want to reinstall if at all possible. My Win 7 machine randomly hangs/freezes when I execute simple commands such as selecting a new mail message, running a program, or right-clicking a file. It does this with numerous programs, including a normal Explorer window. The hang always resolves itself after 5-20 seconds and does not totally crash the system or BSOD. The window title always adds "(Not Responding)". The application window usually (but not always) goes white if I try to click or move the window. If I launch a new program, sometimes the window doesn't appear for up to 3 minutes, but eventually does. This happens even when the CPU is not running high, the RAM is not full, and the CPU temp is well within normal range. The problem seems to get worse the longer I run the machine after I reboot.

It has done this for several weeks during which I have made numerous changes so I can't system restore.

Here are some things I have already tried:
    Virus/malware scan
Replacing problem PSU & old motherboard button battery
    Driver updates, uninstalls/reinstalls
System drive chkdsk on every boot (occasionally problems but 95% of the time not)
System drive Spinrite check for physical problems (none)
    System disk defrag / optimization
System drive firmware update check (none available)
    Testing RAM with Memtest86+

My system specs are in my profile. Any help VERY appreciated! Thank you!

    Hi capnnemo,

I had the exact same problem.
Someone on here suggested I un-plug and then re-plug all wires inside the box. do it on both ends of the wire.
also take out all add on cards and reseat them. I also swapped my memory sticks.
that solved the problem for me.

    Hope this helps
    Sven
