Screen Flashing and turning off, is doing it bfore I access HDD

Hello everyone, I have a corrupted file system, Win 7 Ultimate x32 desktop, but the screen will cut off even before it accesses the HDD, like when I load from disc and on BIOS screen, I think the HDD is about to fail, but I don't know about this screen. When it goes off I can turn off the monitor and back on and see it for a few seconds before it turns back off. Was just wondering if a corrupted file system or failing HDD will cause this or is it something else? Thank you for your time.

The BIOS loads before any Operating System so any problem there would most likely be a hardware issue, either with the video adapter or card or with the monitor itself.

Thank u for answering, that's what I figured, but the file system is heavily corrupted, maybe it's messed up some basic driver?

I keep a Linux LiveCD or LiveDVD on hand to boot to for diagnosing such issues, sometimes even unplug the HDD first to eliminate any issues with it. The BIOS has to be set for booting the CD/DVD drive first. The version of Linux I use is either Linux Mint 17 or Linux Mint 13 for older computers and Notebooks with the Intel Centrino system but there's others such as Ubuntu, Kubuntu, etc.
