Windows 7: UEFI hanging at boot logo.. Virus related?

UEFI hanging at boot logo.. Virus related?

Ive seen this on laptops, desktops, asus, acer, hp, gigabyte motherboard in desktop, etc etc. Does anyone know what I would search to find more info on this? It hangs at the motherboard boot logo but doesnt go any further as when it trys to boot to the drive it never moves on. Doesnt even try to load windows, Yet booting to a cd and reloading windows will fix it on the same dirve and connecting any other drive around will allow it to pass this point.

Thanks in advance for any help from you guys on this. I read a while back it has to do with the difference in older style bios and UEFI bios boot setup but cant find anything to pass along to others anymore.

Make sure Windows Boot Manager is first boot device in UEFI/BIOS.

It is.. The hanging is prior to trying to boot into Windows. It just looks at the motherboard logo. It's Windows 7 not 8
