Unnecessary Icon Spacing Above Taskbar and On Right Side Of Screen

Not sure what is causing this. Tried messing around with resolution, and monitor settings. The taskbar is properly fitted to the screen which tells me it's not an issue with the monitor, but instead something to do with the icons. As you can see in the screenshot, there is almost a whole row of space above the taskbar which I'm unable to move my icons into. Also on the right side of the screen, notice the the spacing where on the left side, the icon is flush with the edge.

I am using the latest beta version of catalyst 14.7. I tried uninstalling / reinstalling it with no luck.

That seems to be a default, my Win7 Ult. shows the same. My graphics adapter is an ATI Radeon HD 6600 Series using a Resolution of 1440x900. I can change that spacing by right-clicking the Desktop, View and unchecking Align icons to grid.
