    the command prompt will not let me In user accounts. no yes button & no place to type password

    Can you start Windows normally ?
    It is from there you would go to Control Panel > User Accounts.

    OH yes I can get In windows. the uac prompt needs a password. yes button Is greyed out

    That sounds like you are saying you can't get to the User Account screen.

    I enabled the Guest account, logged in as Guest (no password), and I can get to the User Account screen (no UAC prompt).

    I don't know what your issue or solution is.
    I would be concerned with Malware if I had this problem.

    I was wondering if you could get to this screen, so we would know for sure if you are using the Guest account ...

    If you want administrative rights you must login to an administrator account :)

    Shut down your machine and restart it,
    Take a picture of the login screen you see.

    I was unable to fulfill your request. what I see Is user name or password not correct, ok enter password & windows load up.
