If you have Dell computer you should have recovery partition and from there you should have ability rescue your system. From Dell support:
    CLICK

    When you'll restore system:

Diagnose your hardware problems:Dell - Technical Support

If it is issue on many Dell computers I suggest contact with support

    BTW

I never trust recovery partitions so I suggest also later prepare Recovery DVD http://support.dell.com/support/topi...=us&l=en&s=gen

From what he is describing, it sounds like he cannot even get to the bios startup screen.
...that would almost certainly be a hardware (or bios) problem.
..and with no video output it would be hard to tell where the problem lies.
I would be very interested to see what the Repair guy does to fix it.
(I had a similar problem with an old Athlon64. I tinkered with it for a little while, then I just decided to upgrade to a nice new PhenomeIIx4 and Mobo combo, stuck Win7 x64 on it and never looked back. It is now my Backup computer, which my kids use to do homework on. )
