Are they populated by two files with the .vdm extention?

These are incremental updates for Microsoft Security Essentials. See this thread on microsoft.com Social Networks.

In the past whenever you installed a service pack (sp1, sp2, etc-- referring to WinXP here) during the install a folder such as the one you describe would be created on your harddrive. The info in these folders were there in case you ever needed to uninstall the service pack, to restore your system to the pre-install state. I noticed these folders were always placed, by default, on the LAST Drive, or drive partition, located in your system (if you had more than one drive)

No they are not new and they all have a padlock on them, I have isolated them now and put them all together in on separate folder but I am still none the wiser as I can't get into them to see what they are

I wouldn't touch them. They are locked for a reason.

These are remnants of Windows Updates and can be removed. Try using Unlocker.

What do the folders contain?
The thread posted by Domino254 basically explains that the folders are created by MSE. If the folders are older than your last boot. They should be able to be safely deleted.
If you are unable to access the folder, try taking ownership of it and trying again.

Favorites: how to move sub-folders mixed with primary folders
I have somehow made a disastrous mess of my favorites. I looked online for answers to this problem, and all I can find for a solution is cut and paste. This makes no sense to me for this particular issue because there's no way to "un-indent" a sub-folder and move it back in line with the primary...

Consolidate Shortcut Folders/File Folders in Open Dialogue
I was wondering if there's a way to sort file folders and shortcut folders so they are listed together, as in previous OS versions. I find it frustrating that 7 has forced the shortcuts to be split up into their own category rather than their file properties. I prefer to sort my folders by type,...

WLM 2011- Moving Folders Within Local Folders
Have many (300+) email folders as sub-folders within Local Folders. When I want to save an email, I 'drag/drop(paste)' the email in the appropriate folder (is faster than choosing the 'move to folder' procedure). However, when hurrying (and not paying attention), I sometimes inadvertently move an...
