I'm not on 7 right now .. but in regedit .. at the top under file ..
there should be an export function .. that will backup the selected parts of the registry.
Save it to your desktop .. to start with.
To restore the registry .. just run the backup reg file
Interesting that the window is still appearing in safe mode when, based on my understanding, Windows specifically does not run any process contained within the RUN key that you are now editing as per the most recent recommendation. After all, that is the point of running Windows in safe mode - to only boot to bare bones Windows and not start all the add-on programs, drivers, and services that could be causing the problem.
Are you sure you booted to safe mode?
I might have to play with myself in order to satisfy that bothersome "1+1=3" moment going on here.

I'm with BeachV35 on this one .. It just doesn't compute.
I'm wondering if the problem will repeat with a Clean reinstall of 7.
You may have also created some other problems by messing in the registry.
Changing uppercase to lowercase will have no effect on anything in the registry. No one told you to do that. When working with this kind of stuff, one has to relax, SLOW DOWN and take your time to do things carefully.
If you CAREFULLY and slowly read the instructions in the link provided by the other poster above about the fix, it very clearly tells you where in the registry to look and exactly what to look for. Look for the missing quote pairs in the registry strings under the specific registry key mentioned, just like the example shown and just stick the quote pairs in the right places, again just like in the example shown in the link provided by the other poster above. Then just save and exit. Reboot and if you did it right, the problem should be fixed.
But as was said before, before you start editing the registry, it is a highly recommended to just back it up to your desktop so that if you make a mistake and screw things up, you can easily restore it to the way it was before.
From the example with the salient points emphasized in red:
1. Run regedit
2. Find the registry entry
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
3. Go over the list of startup items. Most of these will be of the form:
(path)\(filename) <optional parameters>
Now, find all the entries where (path)\(filename) is *not* enclosed by quotation marks. Just add the missing marks and you're done!
For example:
C:\Program Files\QuickTime\qttask.exe -atboottime
should be changed to
"C:\Program Files\QuickTime\qttask.exe" -atboottime

At this point, wouldn't a complete reinstall have been faster and less troublesome?
I'm a little savvy and I love the OS (Win 7). My mom is computer illiterate and she loves it too.... although I do have to go over often to teach her things but that has nothing to do with the OS. I love it.
The only problems I've had was with drivers and that was Sony's fault. Windows 7 is vastly better than Vista and XP should now finally die.
