Does Microsoft store URL history regardless of browser or privacy?

I read a long time ago that Windows XP saves all URLs that you visit regardless of the browser you were using or whether you were in private or incognito mode. Is this true for Windows 7?

What you "read" about Windows XP was incorrect. No Windows does not record what URLs you visit. The browser you are using records your history. Nothing else.
