It is the AMD Catalyst Software that is the problem .. The Graphics Driver is included with it ..

Have you checked with amd or checked their site to see if anyone else has possibly reported this same issue?

    AMD Graphics Drivers

Well I'm not sure but all I can say is that on my machine I ran the AMD Cleanup Utility and rebooted before installing only the drivers - no CCC.

I found left over CCC entries in the msconfig startup tab that needed to be removed manually and also found invalid CCC entries in environment variables using Path Manager 2.3

If you want a decent look at what's taking time during boot take a look at the tutorial here:

Boot Times - Monitor with Event Viewer

    And the article here:

Use Windows 7 Event Viewer to track down issues that cause slower boot times - TechRepublic

Note: You also need to create the additional custom view mentioned. Most people seem to miss that part!

    Unistall AMD drivers

Thanks for the reply. Whenever I uninstall AMD drivers I use Driver Sweeper to make sure every trace is gone. Then I search the registry and delete all left over folders. I always make sure to do a clean install.

I will run the tests on my system later and see if I can track anything down. I will report back.
Personally I run this in safe mode as other methods don't seem to work too well:
