Rundll32.exe is a windows process that mainly manages your themes option.
Some Custom themes meddle with it(run32dll), that's why you get that error.

Hmm now just out of interest what AV are you running?? because it seems odd the scans for a rootkit are unusually failing for some reason.

Plus as Prithvi has mentioned it makes me wonder if something you have on board is perhaps meddling with the system. So have you a lot of software like those rotten PC Tune up driver searches installed. That is personally I am not a fan of them and prefer going to manufacturers sites or doing tidy up stuff myself.

Now form the screen shot of the desktop I see you are running quite a number of programs that like I said are not my cup of tea and especially the Ashampoo stuff whatever that is and I remember from years ago it was a real problematic site for me and so hard to get rid of.

Personally I would get rid of a lot of those icons on the desktop and keep a minimum of them. That alone will shorten the boot time and I cannot think that they are used in toto every time you power up.

Now I still think a sfc and chkdsk run would not go amiss and use the / f/r switches with the chkdsk.
