Have you tried running the computer with minimal components connected such as Mouse Keyboard 1 RAM module 1 hard drive and the monitor and see if that makes a difference then start adding 1 component at a time also does it do the same in Safe mode

If you can boot then work through the Troubleshooting Steps for Windows 7

If it becomes unbootable then work through the steps for Troubleshooting Windows 7 Failure to Start

May be your HDD. Happened to me a couple days ago.
Chkdsk command wasn't working for me, it said that everything is fine.
You should download your HDD manufacturer's tool to check the condition of your hdd, you burn the image to a cd and then boot from it.
Just an idea, but my hard drive died three days ago, and it also started like that, with constant lagging.
    Cheers :)
