Windows 7 safe mode boot problem

    Hello everyone,
Please help me with the folowing problem

THIS IS THE ERROR WHAT THE STORY DOWN BELOW IS ALL ABOUT: "Windows cannot complete installation in safe mode. To continue installing Windows restart the computer."

    THE PROBLEM:
    - i start the computer
    - toshiba logo Pops up etc.
    - i have the choise of going into safe mode or just start window normally etc.
    - i choose "start Windows normally"
    - it is doing all kinds of stuff and saying it is loading bunch of things.
    - screen goes black and after a while the "window 7 loading setup" logo Pops up
    - than the ERROR: "Windows cannot complete installation in safe mode. To continue installing Windows restart the computer.
    - i have no choice anything but "OK"
    - so i click "OK" and it is doing al over again what i just told FROM "the problem" until this sentence.

    WHAT CAUS THE PROBLEM:
    - i wanted tot boot my computer in the safe mode.
    - i clicked the "start button".
    - i typed in the search bar: "msconfic" --> clicked enter.
    - i clicked the tab "boot",
    - i checked the ckechbox before "boot safe modus"
    - clicked "apply" and "OK"
    - restarted the computer and than there was the problem...

WHAT I HAVE TRIED TO FIX THE PROBLEM:
(Non of these thing have fixed it for me yet)
    - restart the computer manualy.
    - instead of chosing "restart Windows normally" i choose safe mode. --> din't work
    - clicked F8: and had exactly these options:
    • safe mode --> i have tried.
    • safe mode with networking
    • safe mode with command prompt
    • enable boot logging
    • enable low resolution video (640×489)
    • last know good configuration (andvanced)
    • directory services restore mode
    • Debugging mode
    • disable automatic restart on system failure
    • disable Driver Signaturen Enforcement
    • Start Windows Normally --> i have tried
So i have tried to "start windows in safe mode" and "start windows normally" (did not work).
The other i didn't touch because i did not know what the would do or cause.

    EXTRA INFO:
    - i have a toshiba sattlelite.
    - i run Gdata on my computer.
    - windows 7 64bit OS
    - i have no cd or what so ever.
    - you are a hero if you van tell me how tot fix this

In addition you can try to System Restore to before you made the msconfig change by booting into the WIn7 disk provided in Step 6 of Troubleshooting Windows 7 Failure to Start, select System Recovery Options.
