Primary & Active Partition were blank

So I am trying to install the Windows 10 preview image and I partitioned my hard drive. I previously was dual booting W7 and W8.1. I deleted the W7 partition and formatted it and it was set as the active partiton and primary partition. The W8.1 partition is still there but it isn't the primary one. Now when I boot I am at a completely blank screen. I can't use F8 or F5 to get anywhere. The screen is just purely black. Any help would be greatly appreciated!

You wouldn't delete the System partition booting both OS's and then expect it to boot, would you? Obviously you need to complete the TP install to see if it configures the Dual Boot, and if not install EasyBCD to add the other OS to a Dual Boot.

I had Windows 7 and Windows 8 partitioned. I deleted the Windows 7 and reformatted it because I was going to install Windows 10 over that. When I started installing it is said it would restart and I was expected it to give me the option to do a custom install but it didn't. Therefor I am just looking at a literal black screen. Nothing shows up. My keys light up but that's it. How would I go about installing EasyBCD without being able to see anything

I said you had to complete the install first. Why would you think it was going to reboot and then offer you a Custom Install? That step comes at the very beginning of the install as shown in Clean Install Windows 10 Technical Preview. It's after you select Custom install that you should have used the Drive Options pictured to delete Win7 to recreate and format the partition. How did you delete and format the partition as you indicated was done?

How are you installing TP? How is the installer created? Have you used this same installer to complete an install yet?

I used disk management to format the Windows 7 partition. Unfortunately I was stupid and didn't change the Windows 8 partition to the primary and active one. I downloaded the TP preview and just ran it. It got to the point where it was saying "Windows is installing it may reboot several times during this process" or something like that. When it rebooted the black screen stayed there. I let it sit for about thirty minutes and then shut it off now when I turn it on I don't see anything.

I used the Windows 7 Download Tool and burned the ISO over to a USB stick and nothing happens still

You'll need to boot the stick. Do you have an EFI BIOS? This requires special steps to format the stick. If not then boot it by tapping the one-time BIOS Boot menu key shown on first screen at reboot, select the stick under USB, Removable or HD's - you may need to expand a listing to see the stick's name.

I'm not sure if I have an EFI bios. However, I can't even get to tap the key to get me to the Bios screen because the screen is completely black
