    What were the scan results from Panda? Were there any items that were quarantined?

    Go to the following link and see if the instructions there provide a solution;

    SFC /SCANNOW Command - System File Checker

    i tried
    sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=c:\windows

    Scan the intergrity of all protected system files and replaces incorret versions with correct Microsoft versions.

    If what you are saying is you can't boot WIn7 or function while in the OS, then switch to these steps for rescuiing your files, disinfecting, and attempting to repair from Troubleshooting Windows 7 Failure to Start.

    You can use Malwarebytes if you can get into Safe Mode, otherwise any of the free boot disks provided are good to use.

    Once it's clear of infection you may be able to get before the problem using System Restore from the provided disk System Recovery Options, otherwise run Startup Repair a few times to see if it can repair it.

    If that fails try the other steps including SFC from disk Command Line. Report back results as you go so we can add steps if indicated.
