Hmm well most fixes suggested (at least by me and I reckon Greg as well) are really elimination processes and I always start with the simple stuff because I am not expert when it gets heavy going with the partitions and stuff like that which is really the realm of Greg.
Please look at the Clean Reinstall tutorial to confirm those are the steps you followed, particularly how drivers are handled which is not at a like XP.
Try one of the recommended AV'S if you're still running Kapersky. Uninstall it.
Then if necessary complete the Troubleshooting Steps under picture below.
