Windows wont load. Can't figure out why

Last week, power outage. Laptop restarted and got to windows is loading files screen...takes an age to try and 'load' then just restarts and its in loop.

    Windows 7

    AMD Athlon dual core ql-64
    memory 4096 MB ram
    laptop - HP 6735s

it gets to the windows boot manager

i select Windows 7 ohne DDR-RAM Sperre or even just Windows 7 and same thing.

i can select tools : windows memory diagnostics, ran that but found nothing im guessing as laptop restarts and again same issue.

How do i fix this. bare in mind im not the most technically gifted so bare with me if i need help having things explained in very simple terms.

    Thanks for you help

anyway created a bootable usb with some program called rufus. Booted using that. managed to bring up safe mode. selected safe mode. Comes up with that installation screen. Chose repair option and now its just sat here with a black safe mode screen and arrow cursor moveable. Says on the top "Microsoft Windows (Build 7601: service pack 1)" not sure if thats of any help.

just restarted it again and this time left the laptop to boot without pressing f8 with the usb in. Windows logo came up and then the installation screen. Removed the usb and clicked repair. now the box saying System Recovery options is up. However its like its just loading. Nothing coming up under operating system etc in the box nor can i click on anything.
