Problem freezing PC on loggoff screen when attemp shut down or restart

Hi everyone, I have a problem with my PC since I reinstalled windows 2 days ago. I used IObit driver booster to update my drivers and when I try to restart or shut down PC, the logoff screen is freezing and it will never reboot or shut down if I dont press the power button . I unistalled all drivers, I ran sfc /scannow in the cmd, nothing seems to be wrong. Can anyone help me to solve this problem, please ?
    Thanks !

P.S. I found a similar thread on the site but nothing from there works for me ! Help please !

Probably your best bet would be to reinstall Windows using this guide
    Clean Install Windows 7
but before you start disconnect any internal hard drives except the one you're installing Windows on and also disconnect any external hard drive and other peripherals such as printer. Don't bother with IObit software for anything and the drivers for your motherboard are here Motherboards - P5LD2 Deluxe - ASUS but there are no Win 7 drivers listed so try the Vista ones but you still might have a problem.

Win7 is mostly driver-complete in the installer and via Windows Update after install. So put your network LAN driver in the backup in case its needed to get online, then after OS install Check for Updates to install all Important and Optional Windows Updates, with reboots, until there are no more.

Then supply only the drivers still missing in Device Manager following the steps in red in Clean Reinstall Windows 7 which has helped over a million users get a perfect install without a single complaint. It shows how to trace or find any driver there without using a driver program. In fact you'll get and keep a perfect install to the exact extent you stick with the tools and methods given.

If you have any questions ask back here. We also have a Driver forum which can find any driver for you.
