While I have no doubt some of that money was diverted to undocumented activities (as suggested in Independence Day), most of it was good old fashioned excessive overhead. I've seen the same thing happen in industry. A hammer may cost x number of dollars but the person buying them for the company has to get paid (including his bennies, insurance, etc.), the person receiving the shipment has to get paid, the person who warehouses the hammers has to get paid (plus there are charges for the facility the hammers are stored in, the person that fills the order has to get paid, the person that delivers the hammer to the end user has to get paid (including overhead costs for transportation, etc.; someone has to pay for the truck, fuel, maintenance, etc.), etc. It all adds up in a hurry, especially when one considers how inefficient governments can be. Add to that some graft and the price of each hammer skyrockets.
I wish people wouldn't ask mods to close threads. We're human beings (and we all go off topic now and then). Conversation is important and we should bolster that thought. Just me.
As a general rule we do not close threads, except in extreme circumstances, we will remove threads completely, or edit them where they contain inappropriate content.
Whilst we may be quite strict in keeping posts on topic in threads in the more focused technical sub forums, in the General forums we take a more relaxed view as the community aspect of the forums as a whole is important to the members.
In the chillout room, we expect threads to go off topic
I'm easy. If the moderators don't mind topics that are less pithy (like mine) to branch-out, that's okay with me.
