    I'll ask for help

I guess that means unless you copy everything off using a Live Linux CD/DVD/USB, you can't "nuke" the system and reinstall Window either.

I've asked some other members to drop by.
Maybe they will be able to think of a solution that doesn't involve a total rebuild.

What are your uac system settings set to?

    Have you tried disabling norton?

I still suspect malware even though you state you are clean. (because I always suspect malware, and unfortunately 99% of the time it is. Especially with norton installed.)

    Unrelated:

Why are you using an old version of internet explorer? You should be on 11 not 8.

1.) Download herdprotect: (choose the portable version)

Download herdProtect - Free Anti-Malware Platform

    2.) Run the scan.

3.) When the scan finishes, save the results per the screenshot below. Then upload the log here.

DO NOT REMOVE ANYTHING YET. I will advise if anything needs removed when I receive the log.

    Hi Andrew,

I am using ie11, I put ie8 without thinking, apologises. I can't see how to edit my Seven Forum's profile.

Yes, I've tried disabling Norton, still couldn't copy/paste in windows.

My UAC settings are on Never modify. They used to be on the second from the top but I changed it when I couldn't copy/paste and when I saw I didn't have Full Control in permissions on C drive.

Going out now, I will run HerdProtect when I'm back.

    Thanks.

Create a new account and see if the problem exists there.

Is this a typo? If not a typo, then try msconfig.exe to do a clean boot.

Secondly, you might try reinstalling ...
Download Microsoft Visual C++ 2010 Redistributable Package (x86) from Official Microsoft Download Center

    Good Luck

I've tried 2 new accounts and the error still happened when I tried pasting a folder.

No, not a typo, it couldn't find misconfig.exe so I download it from internet to my desktop. I then tried to paste it into Windows\System32\ and it said do you want to replace the original file, have 2 copies, etc. (So, misconfig.exe was there so why couldn't Windows find it?). I tried pasting the misconfig.exe and the runtime error popped up as per usual these last few days. I then looked for the original misconfig.exe in Windows\System32\ but I couldn't see it which is weird as Windows asked me if I wanted to replace it but yet couldn't find it in search.

I did a clean boot, still couldn't paste.

I had 4 lots of Microsoft Visual C++ and I uninstalled them and installed Microsoft Visual C++ 2012. should I install Microsoft Visual C++ 2010 instead?

    thanks.

    From post # 10
I've got Norton 360, Mailwarebytes, and Webroot Securityanywhere.
Using two anti virus programs at the same time on the same computer is a big NO NO.

    From post # 18k
No, not a typo, it couldn't find misconfig.exe so I download it from internet to my desktop.
    Another big NO NO.

I would suggest starting at square #1.
Lets see if Microsoft still loves you by completing this tutorial by Brink and posting the log here.
