Forgot to say - on Monday I was surfing the net when suddenly my monitor turned itself off. I tried turning it back on, tried all the connections which were all in tight. I had to shut the pc down then rebooted it. The monitor came on, windows started and then about 2 minutes later the monitor turned off and I had to reboot again. this happened 5 times in a row and since then the monitor has been fine. It's a long shot but would this have caused the copy/paste problem?

I've got Norton 360, Mailwarebytes, and Webroot Securityanywhere.
Using two anti virus programs at the same time on the same computer is a big NO NO.

No, not a typo, it couldn't find misconfig.exe so I download it from internet to my desktop.
    Another big NO NO.

I would suggest starting at square #1.

Is this a typo? If not a typo, then try msconfig.exe to do a clean boot.

Secondly, you might try reinstalling ...
Download Microsoft Visual C++ 2010 Redistributable Package (x86) from Official Microsoft Download Center

    Good Luck
No, not a typo, it couldn't find misconfig.exe so I download it from internet to my desktop. I then tried to paste it into Windows\System32\ and it said do you want to replace the original file, have 2 copies, etc. (So, misconfig.exe was there so why couldn't Windows find it?). I tried pasting the misconfig.exe and the runtime error popped up as per usual these last few days. I then looked for the original misconfig.exe in Windows\System32\ but I couldn't see it which is weird as Windows asked me if I wanted to replace it but yet couldn't find it in search.

I did a clean boot, still couldn't paste.

I had 4 lots of Microsoft Visual C++ and I uninstalled them and installed Microsoft Visual C++ 2012. should I install Microsoft Visual C++ 2010 instead?

    thanks.
    Woah backup.

Msconfig is the one you want. You should never download supposed system files from the internet!

misconfig is not even a thing as far as I am aware.

msconfig is what you type in the run or search. Not misconfig.

I will look at the herdprotect log then.

UAC being off is another large NO NO. This is why you are having problems copying to protected areas. With UAC off, it cannot prompt you to allow you to continue in order to allow the copy.
Even with UAC off it still protects critical files and folders important to the system, but because it is off it will not prompt you which will block be default.

I am glad it stopped you anyway, as you should not have been doing that to begin with!

    The log shows this.

I will ask someone a lot more knowledgeable on these types of things to have a look.

The MGADiag report shows no problems apart from the obvious counterfeit Office 2007 install.

The 'TTS Error:' entry being blank simply means that there were no Trusted Store Tampers found.

One surprising thing though - the OP's specs show 8GB RAM installed - but it's a 32bit install which can only use 4GB at most.

Maybe he is using the rest as a RAMDisk.

I've done that on my PC (for XP).

Thank you Noel for answering my request.

Lets see if I can put this in some kind of order.

1.More than 1 anti virus program being used.
    2. 8 gig of ram on a 32 bit Windows 7.
    3. 3 memory sticks. (??)
    4. Can't find msconfig.exe/downloaded from non Microsoft site.
    5. MGADiag shows Windows 7 okay except for counterfeit Office 2007 install.

If it was my computer I would back up data I wanted to save to a external drive.
Unhook all drives except the drive I wanted Windows 7/64 on.
Only have the keyboard and mouse plugged in.

Complete a Clean Install of Windows 7/64 with all Windows 7 Updates and activate the system.

Install Microsoft Security Essentials. Use the system and see if their are any problems.
Report back and let us know how thing are working.

Do NOT install any counterfeit programs.

You could try a Repair Install to see if that will fix this issue.
    Repair Install

If it doesn't fix the issue, you can still do a clean install after that.

See if you can backup your data using the steps in Clean Reinstall - Factory OEM Windows 7
which will also result in a perfect install as long as you stick with only the tools and methods given.

If not then we can help you back it up from boot using one of the methods given in Step 6 to rescue files using a boot disk.

Microsoft Visual C++ runtime libraries: you should have updated versions of 2005, 2008, 2010, 2012

Programs are written using a specific runtime library - (ie 2012 does not replace 2010)

    2012
    2010
    2008
    2005

Since you're getting a c++ error, you might try installing the runtime libs.
