Control panel, my computer, or any folders were unable to open

The Control panel, my computer, or any folders on my laptop was unable to open.
I am using windows 7 Home premium 64bit.
    1. Hitting Control Panel- Upon a click on the control panel it won't open, and instead a message box error header appears {26EE0668-A00A-44D7-9371-BEB064C98683}\0 with this body message "This file does not have a associated program with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel" when I click "ok" another message popped up with a different error header "Explorer.exe" having the same body message "This file does not have a associated program with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel"
    2. Hitting my Computer - Upon a click on my Computer again a message box appears saying
    "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Administrative Tools\Computer Management.Ink"
    Unspecified Error
    3. Hitting any folders - nothing happen, i cant open any folders

I cannot access nor open my Windows explorer as well. I've gone though the process of sfc scannow and system restore but i got nothing to solve my issue. Windows repair install on the other hand, won't allow me to continue to install for it prompt me an error saying "Windows could not retrieve information about the disks on this computer."

what shall i do? please help.

Have you checked for a virus or malware? If not, that would be a good starting point. If you have, what program(s) did you use?

I run virus scan and malware but nothing was found for the trace of any virus, all are ok. I'm using avast antivirus and malwarebytes.

Same Problem - no fixes yet

I've had this issue occur in Windows 8.1 and just now in Windows 10 RTM. The lack of a fix means yet another Windows reinstallation
