Quick and dirty solution would be to "run as administrator".

For the real answer, where is that log file located?
Make sure the program is dropping the file into a user-writable location in the disk or if it's a network drive, that you have write access to it.

I am running the application as RUN AS Administrator, it is writing in D Drive,
The application is running perfectly but it is not writing in D drive. This is not issue with application , it is for sure only privileges issue.

OK, then next question should be, what are the permissions in "D drive"? Specifically, in the folder where that log file should be saved

Ok, I have put myself in a real mess here. I changed all the default permissions on the "Users" folder, I made my account Owner. I did all this because HomeGroup wasn't working, so I thought I would try sharing via permissions. Is there a way to get the default permissions back for the Users...
